Ingredients
12 Flour Tortillas, Uncooked
2 Tbsp Cheese, Shredded (per Empanada)
2 Tbsp Picadillo (per Empanada)
2 Tbsp Refried Beans (per Empanada)
Oil for Frying

Place cheese, minced meat and/or refried beans on 1/2 of a flour tortilla
Fold tortilla over so edges align and seal tightly with a fork
